I think this needs another edit,here:

"the thing is that here in Brazil that is the same as to laugh, or say hi!"

It's a bit clumsily turned in English, and looks a bit "translated".

How about:

"the thing is that, here in Brazil, "hi" can mean you're laughing or saying hello"

or something similar?

i think it should be used "this" placing that "that" and don use "to laugh" just "laugh"

Everything is OK except that "olá" should be translated as "hello"...
"oi" would be more appropriate for "hi"...

I had understood here, that the message was referring to the fact that "hi" is a word that indicates laughter, as in "hihi! that was funny" (in English we would use haha! or hoho!), and at the same time means "hello".

Maybe I misunderstood?

If not, and I got it right, both of your suggestions would be inappropriate. If, however, I have misunderstood, I will try and incorporate your proposals in my enlightened version.

Can you tell me whether I have understood the whole thing here?

Do you say "hi" (as in "hi hi, very funny" to indicate laughing in Br Portuguese? or have I totally misunderstood this?

I thought your version was correct because everybody uses different ways, especially when chatting on messenger, of showing they are laughing.
In Spanish we write : jajajajaja
In portuguese: rsrsrsrsrs
In English: hahahah, hehehe, hihihihi, LOL, etc.
(all these are understood in Portuguese as: rsrsrs)
Since "hi" also means "oi" in Portuguese... so, the explanation and version you've found is perfect.

I don't think you misunderstood anything at all!

Eu acho que os verbos "rir" e "dizer" pedem um gerúndio, substituiria e tiraria alguns "that", e usaria o simple perfect no verbo.
