However Goncin made his point, it may also be simple present (3rd person singular) with a missing pronoun.

I think it's imperative (lacking the exclamation mark), but we'd better ask the requester.

To be imperative, this phrase should be one out of these two forms:

1) "Brilhe onde estiver"; (more common) or
2) "Brilha onde estiveres" (less common, but still correct).

Because of that, I can only suppose a 3rd person personal pronoun: "(Ele/a) brilha onde estiver", whose translation I've done above.
