Sorry - I don't know what it means. Maybe it's a reference to a spy on an old TV show named "99", but that's just a wild guess. Or it could mean 99%, i.e. high quality?

sorry, im still learning to deal with this forum, I've just saw this mesage on my mailbox.
rocka rolla is a song about a woman that goes around barrooms, she's a man eatin' momma, shes a god time lady.
The sentence "ten pint a nighter" is now clear for me",

As I meant to imply above, I already tried looking at the entire lyrics of the song, but I still can only guess (wildly) at the meaning of "ninety nine".
