Sempre alerta, pode ser traduzido para "allways on guard", mas em termos militares (penso que os escuteiros sejam semelhantes) usa-se mais "standing up; attention" (para colocar em sentido, não sei se será esse o contexto (nunca fui escuteiro).
- Sub assume, na tradução que eu coloquei, foi no sentido de "passar o comando" a um inferior.

"Always" only takes one "l", and "promise" one "s" so I've edited the text.

"possible best" is not very English "best possible" seems a better turn of phrase, though I am not versed in military matters at all.

I'll ask for help from other Brazilian Portuguese speakers like last time

I'm unable to understand the notes under the original text, so if someone could explain them to me, I'd be grateful

I will try translate for you (I am sorry for any mistake):

"Sempre alerta", could be translated by "allways on guard", but in military terms (I think the Scouts are seemed) use "standing up; attention" (to make sense, I don't know if will be in this context, I wasn't be Scout).
- "Sub assume", in the translated I submmit, was like "passar o comando" (to pass the command away)to someone inferior.

What he is trying to say is:

He’ve never been Scout, but he's try to use the military terms cause he thinks is semmed.
And he translated "Sempre alerta" as word-by-word-meaning, That's why he said "allways on guard", mas em termos militares it's more common "standing up; attention" (what in Portuguese will be: "Levante-se; Atenção" - these will make more sense but he doesn't know the context).
And "sub-assume" it's like a sub-command (someone will take the responsability of other one)...

Eu acho que ATTENTION tem o sentido de ATENÇÃO, mesmo. E TAKE CHARGE seria melhor dito como ASSUMA O COMANDO.

I think so too, Menininha, there is too much approximation to make the translation work.
