It seems to me that it might be more accurate to say: "Whenever I was (or felt) in love with you [while] in this city, it rained..."

I think that the sentence in italian didn't express that there have been love for a long time, or at least many times. The way it was translated to italian, it seems that this feeling of love just happened once - and therefore it has less importance - not like in french (chaque fois), english (whenever), or br. portuguese (sempre).

The comma in the Turkish text indicates that it rained whenever they were lovers in that city; as Guzel_R and Taino suggests.
