My german is also reasonable but not specialised. However, here goes.

This is a court ruling on fraudulently obtaining low level(little worth)services and the penalty is at a rate of 3 euro per day for 20 days.

That's what I thought. Would it have been something like stealing a cable signal or electricity by illegally connecting a cable or wire to someone else's line?
