This part: 'ale jeśli to tu jest' it's a little strange to translate into English. It roughly translates as: but if it is here...
I believe this sentence was not correctly written.

Just a note: I was thinking that the source text could probably be incomplete .. ale jeśli = but if.. to tu jest = it is here or here is

maybe 'but if you do (if you understand these words) here is what I would like to tell you'

there's is misssing sth from the Polish version. Literate transl. would be: "... but if (you will understand these words in Polish), this is what I would like to tell you"

I think you're right that this test is incorrect or a context is missing. I would translate it like that:

It's quite possible that you will never understand these words in Polish... but if it's here where there's something I would like to tell you (...)

It doesn't make much sense to me though.
