This is definitely Russian.
These are two very peculiar sayings we have in Bulgaria. The first one "Спасибо в карман не положешь" literally means "You cannot put a "thank-you" in your pocket." - with an inner meaning that talk (especially an apology) is cheap and it is nothing tangible. The second one "По платью встречают , по уму провожають" means literally - "They meet you according to your clothing and send you off according to your brains"

Unfortunately it is probably the only one Turkish word I know.
