The official state church is solid, strongly connected with the public authorities, even if these connections are weaker nowadays, because they have currently been founded on a red-green coalition and not on believing members of the government/ members of the cabinet. |

You are right, it's about the "state church". I saw, I've missed to translate "ikke troende medlemmer av regjering" (sorry!) ...so I think the last sentence would be: "and not on believing members of the government/ members of the cabinet.
Or if "members of the cabinet" sounds weird, just: " cabinet ministers"
