I saw, I've missed to translate "ikke troende medlemmer av regjering" (sorry!) ...so I think the last sentence would be: "and not on believing members of the government/ members of the cabinet. Or if "members of the cabinet" sounds weird, just: "cabinet ministers"

The official church stays strong, having strong connections to the public authorities, although these connections are weaker nowadays, due to a red-green coalition government and the presence of nonbelievers among the members of the government/cabinet."
