"Hele ya" means "thank God! / finally!" - at least for that text :)
for "köylerinde yakın" : ıf ı used "too" for "-de", the meaning would be different. to give the same meaning, ı used "what is more", because the writer see the closeness of villages as an advantage as his/her knowing Turkish.
