У Ð¼ÐµÐ½Ñ Ð¸Ð¼ÐµÐµÑ‚ÑÑ ÐµÑ‰Ñ‘ два варианта перевода данного выражениÑ: "Dolor abit, victoriae manent", "Dolor transit, victoria manet". Как будет правильно? Очень нужен точный перевод.

All the translations are correct.
I just want you to know that I translated победы оÑтаютÑÑ in singular, though it is plural in Russian version. I did it just because it sounded better in Latin. Anyway, your 1st option with "victoriae manent" put it exactly in plural.
victoria = победа (sg.)
victoriae = победы (plur.)
manet/permanet/praeterit/abit (sg.)
manent/permanent/praetereunt/abeunt (plur.)
