The verb (is) is implicated (it's in the previous sentence which we don't have here). It's a very well known phrase, we use as it is here. Apart from that, the verb is explicitly shown when translated into English (and in other languages). Je suis d'accord avec toi. Vous avez fait en anglais ine traduction exacte. En français on peut tradire " Ὁ ἄνθÏωπος φÏσει πολιτικὸν ζῶον" = L'homme par nature est un animal politique |
