A poll is used when an expert for the target language (here English) does not master the source language (here Turkish).

I click on a button which says "I can't understand the source text" and it automatically sends an email to all the members of cucumis who master both the source and the target languages, asking them to give their opinion about the translation in question.

You may have already received such notifications yourself "According to your profile information, you can help us in evaluating some translations", where you are asked to help the expert in his or her evaluation of a translation.
