How about something like this? Would it capture the meaning?

Non-vendable is rather close, but the same to non-registrable, it's not an accurate transaltion.

Why can't we use "re-registr/able/ation/ed" here?..

I really like your first translation above (10 December 2009 16:14 - the first one). No English speaker would have any trouble understanding that one. Just one correction: It's "stricken", not "striken".

Sorry - "NOT RE-REGISTRABLE" would be better than "WITH NO RE-REGISTRATION", as the word "with" makes you think of something that doesn't come with the car.
