Awfully sorry but both the french version and the english version seem to have grammatical problems and both "feel" badly formulated.

This needs a correct translation into french so as I can can "evaluate" the english version. Or a correct translation into english to verify the french one.

If the french "tandis que" becomes "tant que" the phrase is immediately more comprehensible and thus more easily translatable.
