This phrase is the beginning phrase in all but one of the Surahs (chapters) in the Holy Koran. It is a complete sentence, but it doesn't have a verb. In fact, it means "I start (every task) in the name of God...". Sometimes, the meaning of a verb may be implied, so I think this translation should be allowed.
