There is no obvious subject in this sentence that's why I just took "it" as the subject.

Hi cheese,
If you are in all sentences referring to the subject "it" (it is probably an ad for a school which would be that 'it'), I think the last line should be:

"...and has the command of technology..."

Am I right?

Actually I have realized that shouldn't it be like "..people who reach the world culture, strengthen their own selves, in consideration of Atatürkist ideologies, completely loyal to his( Atatürk's ) principles and revolutions, secular, modern, researcher, reformist, and have a command of technology and basic culture matters."

Because "it" must refer to sth like a company, a university or a union and the rest of the sentence refer to the people they would like to educate.
