'sanıyorum ki, hiç bir ulkede(?) bu tür bir değişimin, aynı miLLIYETten olan bir kişi tarafindan asla yapılMAMıştır.'
but, if you send me a bridge, it'll be more clear and sure, coz I've some questions...
for exc.,
-is it needed to write 'gercekten', or perhaps it means smth else?
-is it possible to use 'ulke' in stead of the first 'millet'?

only, if we change the structure of the sentence, we can use 'ictenlikle/samimiyetle' and 'saniyorum' together(and I guess we can't remove one of them).
take a look:
'ictenlikle soyluyorum (ki), hiçbir ulustaki bu tür bir değişimin, aynı ulustan olan bir kişi tarafindan asla yapılmadigini saniyorum.'

bence gayet iyi olmuş. içtenlikle yerine 'dürüst olmak gerekirse' gibi bir cümle de olurdu ama anlam çok mu çarpıtılırdı bilemiyorum :-/
