This text is not Turkish but maybe another language of a Turkic country. "Salaam" may be "Selam":"Hello", but the rest is hard to understand.

It's Indian. Means A salute to "Ishay" e.x "Salaam E Ishq" --> "A salute to love" (name of an indian film)
