If the whole translation is weird, reject it!

Maybe the first part reads better: "Take a piece of material 36 x 25 cm, add seam allowances and cut."

Lilian?

I have another proposal, if that one is weird too, please reject it.

"Cut one piece of skirt material 36 x 25 cm, include seam allowances before cutting. Fold the material double, right side against right side, so the bolt width will be 18 cm and sew along the open edge."

Pia, what is "skirt material"? A piece of cloth to make a skirt?
right side against right side? facing the right side of the pieces?
bolt width?

I think I'd better learn a little sewing!

I'm not an expert on sewing neither, but I think:

skirt material = the pice of material used for a skirt, I don't know why it's specific "kjolestoff", but I guess you don't use curtain fabric to a skirt...

bolt width = breadth

right side = the reverse side of the fabric, the side of the fabric you will not see, when the skirt is ready ...

"Cut one piece of the fabric 36 x 25 cm, include seam allowances before cutting. Fold the material double, right side against right side, so the bolt width will be 18 cm and sew along the open edge"

Kjolestoff er mer slang...det blir ikke brukt til daglig..fabric er det rette.

"kjolestoff" is not a word, fabric is the right way to go.

Just a question Lilian, what's the difference between "piece of material" and "piece of fabric", isn't it the same?

They are synonyms, (fabric, textile, cloth, material) however, "cloth" or "fabric" is more usual to talk about pieces of clothing. "material" has a more general use, it can be anything of which thing are made.
