In this sentence, 'the' sounds a bit strange. Could it be that this sentence is to be interpreted more in a general sense? In that case, could it be translated as follows?

or (sounds a bit more convoluted in English)

It is simply required of (a) language to state what you think

I don't think that 'to state' expresses the meaning of "bär fram'.

What should it be, in your opinion? 'To express' maybe?

In language it is simply required that it convey the meaning.

A more conventional and maybe even more accurate translation to 'Att det bär fram det man menar' would be 'that it conveys the meaning'.
