It is not a sentence, and the word order is wrong. It would have to be
「書é“ã«ã„らã£ã—ゃã„ã¾ã›ã€‚ã€
("Shodô ni irasshaimase." )
for the meaning to be
"Welcome to calligraphy"
I think this was just a two-word translation request. (Although the first actually is a kind of "phrase." )
