Because tanned or "bronzé" suggest rather pale skin coloured by the sun's rays. Though "basané" is maybe more often used for people who are exposed to sunrays most of the time, and "sutanned" mor often used for people who are only seasonly exposed to the sun during summer. both are commonly used this way, when "basané" used at its substantive form would be used in a rather racist way ("les basanés" .
Used as an adjective, you could say it to a friend coming back from long holidays under the sun : "et bien dis donc, tu es drôlement basané, toi! "without any racist connotation.
