In Italian "proposito" is something one wants to do in the future, but it is uncertain whether he/she will eventually succeed in doing so, or whether he/she will ever even try. As soon as Christmas comes, many people in Italy draw a list of "buoni propositi per l'anno nuovo", i.e. what they want to accomplish during the following new year. Future is uncertain, and so are the things written on this list. So many people end up having the same list every year at Christmas.
Now let's return to your question: the speaker wants to learn Dutch in the future. Or, at least, he has a strong desire to do so. What is uncertain is: will he ever even try?
