Tertiary industries not only have great potential for growth, but also clearly have a leading role in socioeconomic development. This paper begins with a description of the present framework and characteristics of the tertiary industries in Xiamen City, in light of its comparative advantages in the economic zone on the western side of the Taiwan Strait, in order to explore the measures which could promote the accelerated development of Xiamen's tertiary industries.
