Do you mean:
"The lack of teachers increases steadly, therefore it (the problem) is turning acute/severe."
Sorry if I misunderstood the source, but I'm just trying to make the statement in English clear.

Yes, I understand... but the meaning here is more: "the lack of teachers increases (for that reason *) steady and (the problem) is turning acute."
* The source doesn't tell what that reason is.
