For my part, there is basically no difference between the Turkish words “dinlendirmek†and “bekletmekâ€. Both words state that no action should be taken on the thing in question for a while. It's a poorly written text, anyway.
"Care for the (your) nails. Mix all these (ingredientes) and let (the mixture) rest for 2 minutes. It will make your nails become healthy and strong." would certainly be better
