and "i" has to be "I".
on the other side we are trying to find only "the meaning" not one by one.

Hi merdogan, I believe that the writer is trying to say "I will try to come to Israel next year or (veya) when I could be available" which means I could come before next year or even later than next year (when I am available), which is different than your sentence because the meaning changes.
So I think if there was no "veya", then your version could have been right but in this case it should be editted
