I'd make this line a little simpler:

"But I love the Turkish national team very much, either winning or losing (either they win or they lose)"

kfeto, "either they win or they lose" or "either winning or losing" are the best choices here, we are not establishing a condition. We are saying that "I love ...in any situation, when they win and when they lose" Right?

So, that "when...or...when" means "either...or" not whether.

no lilian, you can say whether "to establish a condition" and then cover both options to indicate you love them no matter what the outcome.
in fact this is also done in the original but that doesnt really matter, what matters is in english it's possible to do this
