Yes - it makes perfect sense. "what the fuck" is a slang expression that means "What's going on?", and "creepy" is an adjective meaning, strange, and a bit scary, like a horror movie.

Really idiomatic! as I was expecting some verb after "what" (even with "the fuck" after it), like eg : "what the fuck was that?, creepy"!

Have you ever heard of "what the hell"? It's short for "What the hell is that?", and "What the fuck" is one step further.
