I don't understand this sentence. Could you explain it in a different way?

Unfortunately I can't. That's a literal translation. The phrase isn't an expression so I couldn't think of another way to translate it (it reminds me of an expression "who is blind and doesn't want his sight?", meaning "who doesn't want things to get better for himself?", but I can't be sure). I just noticed that there is no full stop in the end of the phrase so it might be part of a larger sentence.

Could it be something ironic like:

"Introduce me a man who does not want to see"?

"Introduce me a/the man who does not want to see"
