This is a tricky one!!
It's a short sentence but it is tricky indeed!
It can be read:
"He loved you so much, then why does he hesitate to..."
like shinyheart wrote. Or:
"He loved you so much, so he didn't hesitate to..." tricky, isn't it?
I believe the second one should go into the comments area.

Onething more, in Arabic we say "hesitate in" but in English it is "hesitate to", right Lilian? I believe the translation needs an edit.
