Hello Ian, as it seemed rather Chinese than Japanese to me, I checked by "systrannizing" the whole text and obtained

-For Japanese :

"The clothes 务 vessel it is hard case 发 raw breakdown, about the correct resident in learning/repairing 复 过 in!!!! Concrete 开 clothes 时 间 网 站 promulgation"

-For chinese :

"The server hardware breaks down, in repair process!!!! Opens the clothing time website announcement specifically"

So using this automatic translation tool I could figure out it made more sense with the "Chinese" result than with the "Japanese" one...but I may be wrong...

You're right Franck, this is indeed in Simplified Chinese.
It roughly means:
Server Hardware is now down (broken), and presently in the process of being repaired. When it is up (working) again, there will be a public announcement (to that effect) on (this) Internet site

PS: FYI, the reason you got those funny characters with your automatic translation set from Japanese is because these characters don't exist in Japanese, only Simplified Chinese. The translation from Simplified Chinese could recognize all the characters. This might be a good test next time too!
