I'd say 'oh, how I would love to kiss you', as the portuguese text conveys a longing, rather than regret.

I have a question about eu adoro você is that I love you. I thought that Eu te amo is I love you in Brazilian Portuguese.
Does it mean the same.

Terttu,
Portuguese is a bit tricky when dealing with feelings, but let's give it a try:
Eu gosto de você
-> I like you (quite neutral)
Eu adoro você
-> I like you very much (not necessarily romantic love, can be used between friends)
Eu amo você
-> I love you (mainly romantic love, but can be used also to express feeling between family members).
