Is this really Russian? And if it is, doesn't it break our rule #[4] because a lack of conjugated verb? (maybe another case of implicit verb, as it seems it is current with Russian as far as I could notice)

It is Russian, but written with mistakes. It must be "Ты мне нравишьÑÑ" (I like you)  so it doesn't break any of our rules.
