My thoughts concerning 'without fail':
do not stop to be patient, keep on being patient... and therefore the Dutch: 'zonder einde'

'without fail'/'mutlaka' wil zeggen 'voorzeker' en slaat op het 'komen', niet het volhouden.

"Without fail" as Kafetzou says, in this context means "have no doubt - I'll be there - 100%"
It literally means "zonder ontbreek" or without lacking.

'Without fail' should be read in relation to the coming, not to being patient. (Thanks kfeto)
Therefore I would follow kafetzou here.
