The insertion of the verb is a good idea, but in many latin sentences the verb is really omitted and this is absolutely correct (think about "Dura lex, sed lex", or "Nulla poena sine lege" . Perhaps the rule No 4 could consider an exception in case of (authentic) latin sentences which are *originally* without a verb.
