I just suggest a change in the syntax:

"We hereby declare that ......, currently employed at our ......Şti. office, accountancy department, having qualified for the Language Education Campaign held in England by the Bügün newspaper, is on leave for the duration thereof."

What do you think?

i think the original is more natural, first stating the leave, then explaining why.
