Special Cargo

Any cargo that might cause damage to the airplane, to the loading/unloading personnel, to other cargo placed near it, and which thus requires special handling when being received, stored, and/or loaded into the airplane is called "Special Cargo". For this reason, the details that must be paid attention to when this type of cargo is received are explained below.

I think cargo is always plural.

What do you mean by "cargo is always plural"?

Cargo=singular
Cargos/Cargoes=plural

Do you mean every single 'cargo' mentioned in this text should be plural?

Cargo is not countable in English. If you want something plural, it should be "shipments".

Thanks kafetzou. There is one more thing. Is "other cargo placed near it" grammatically correct? Shouldn't we put 'the'?

It's grammatically correct because it's not specific.
