Hi handyy

You probably guessed right.

Its a really old fashioned way of saying "to come from". The verb "to hail" can also mean to call someone as in "to hail a cab" or "Hail Mary" or for when there is solid rain (hail) falling from the sky.

Well, I have never heard the construction
"I am to hail from..."
I think we'll have to ask the proposer here!

I thought it to be "I hail from (come from) Loannina/Greece.", but knowing what comes before and after it is better to know, of course!
