"Rodovias" means Highway? Street? Does this sentence makes any sence with highway? To serve the highways?

May I disagree? I think "Rodovias" are roads in a general manner, highways as well as simple routes as far as intended for vehicles. At least, in Portugal a "highway" would be called "autoestrada".

But be careful, I might be wrong regarding the Brazilian Portuguese version of this topic.
