The word κτίσις means "creation", either (1) act of creation or (2) that which is created as the result of that creative act, creature. In one special context, however —namely, in 1 Pt 2:13— it could also be translated as (3) "institution" or even as "authority".
In this biblical passage, πᾶσα ἀνθÏωπίνη κτίσις is translated as every human creation, every human creature, every human institution, every ordinance of man, and so on.
