Haviot reikot gormot la-ra'ash ha-rav be-yoter.

reikot - empty
gormot - cause
la-ra'ash - the noise
ha-rav be-yoter - the most

Incidentally, there is a Talmudic version of this saying, in Aramaic. It runs (transliterated): "Istra be-lagina kish-kish karya", literally meaning that a small coin in a large jug makes a lot of noise.
