Let me translate it in English so as everyone could understand it: Siberia says that the phrase in Russian means more "I want to BE WITH you", than "I want to COME TO you". My opinion is the same, by the way. But since the translation is requested "general meaning only", it makes no difference whether it is "come to" or "be with".
For all non-Russian speakers (and Bulgarian also, maybe other Slavic languages as well), it's OK to say "I want with/to you" as the translated phrase goes literally.
