I think you should use another word than "bills". In (British) English this not only means "banknotes", it also means "invoices".

So does the original ask for change for banknotes or change to pay his bills?

the original language is asking to change his paper money. so bill means banknotes. In Canada we use slight different terms compare to the British. cheers
