But what is "wind of change"?

I know the wind is blowing, but what is change about?

Pluiepoco, aren't you into poetry? This text is all about metaphors,

"When the wind of change is blowing" = when big changes are taking place around us

and then, "some build wind shelters while others build windmills" that is, some go on the defensive against changes and some try and obtain benefits from those changes.
