| | yes, as you said "with my friend" is correct because it's something done with someone (together with someone), but in this case the "floor" is not a person, it can't 'participate' in the action. See what I mean?

| | I don't understand merdogan's comment above (who mentioned "and"?), and I don't understand why the writer used the word "ile", which does mean "with", but I think the meaning is "studies done on". Unfortunately, though, it becomes ambiguous in English if we say "on the lower floor", as it could be the location or the subject of the studies, but here it clearly means the subject of the studies, so maybe "regarding" would be the better choice.
Another matter: This seems to be written in business Turkish. They way we would begin this in business English is as follows:
"In the attachment, please find ..."
