She doesn't use "seem", she used "was" but I think, based on the end of the sentence that she means that he looked petty based on what he was saying. "Petty" might not be the best translation of "Î»Î¯Î³Î¿Ï‚" but it's the closest I could get. "Î»Î¯Î³Î¿Ï‚" when characterizing a person, is the oposite of "great". So he is the complete opposite of a great person.
