It's kind of a general way of saying that the person has the language skills, either in writing or in speaking. But if you have difficulty translating into Danish, I'd say using "speak" instead of "use" in my bridge wouldn't change the meaning that much, since when you say someone can "speak" a certain language you mean that the person is able to "use" a language in daily life, which is also quite general.
I'm sorry if the previous paragraph seems confusing, but I can't think of another way to put it so to make it seem more clear...
